The iPhone and iPad beta is available through the TestFlight invitation below, subject to available places. An App Store release date has not been announced here.
Yes. Bot deathmatch and the gun range work offline. Online free-for-all, TestFlight installation, purchases and Apple services require an internet connection.
No. All selectable operatives share the same combat stats and living hitbox dimensions. The different silhouettes and biographies are cosmetic. Some operatives are optional purchases.

Fine-tune sensitivity and aim assist in Settings. Earn career XP, climb ranks 1–100 and review accuracy, headshots and K/D after a match.
Fairview’s backstory sets the stage for arena deathmatch. The game offers offline bot matches, online free-for-all and a practice range; this site is not announcing a story campaign.
